September Board Meeting: Planning for a Strong Sector, Making Decisions Grounded in Data and Need

October 7, 2026

Planning for a strong public charter school sector means looking ahead, listening to the community, and making thoughtful decisions today that support students and families tomorrow.

That focus guided the DC Public Charter School Board’s September 28 meeting, centered on the theme Planning for a Strong Sector.

Board Chair Shukurat Adamoh-Faniyan and Executive Director Dr. Michelle Walker-Davis opened the meeting by reflecting on the start of the school year and the importance of planning with purpose.

“Classrooms are finding their rhythm, school leaders are responding to the needs they see each day, and families are doing the work of getting students to school ready to learn,” Dr. Walker-Davis said. “It’s a fitting moment to focus on Planning for a Strong Sector, which often requires making decisions grounded in data and need.”

That theme carried throughout the meeting as the Board considered school growth and facilities, financial oversight, accreditation, and equitable access.

Nine witnesses signed up to testify during public comment. Community input is a core part of how DC PCSB makes decisions, and anyone can sign up to testify or submit written or audio comments about an agenda item. The public hearing included two charter amendment requests:

  • E.L. Haynes PCS petitioned for an increase in enrollment and for the addition of another location.
  • Early Childhood Academy PCS applied to add a new facility too.

The Board is expected to vote on both proposals at the October Board Meeting.

The Board then approved the agenda and moved into the public meeting starting with the School Finance Team giving a brief report on DC PCSB's financial oversight activities. To learn more about that work, visit our Financial Monitoring List and Citations for Fiscal Concern page.

The School Finance Team provided an update on DC PCSB’s financial oversight work and the systems used to monitor the financial health of public charter schools.

The Board also approved the Financial Oversight Policy, further strengthening the framework DC PCSB uses to identify and address financial concerns and support a financially sound charter sector.

More information about the policy, School Financial Oversight Guidance, and schools currently receiving additional financial monitoring is available on the DC PCSB website.

The Board advanced revisions to the Accreditation Policy through its consent calendar. The proposed revisions are open for public comment, giving community members another opportunity to weigh in before final action is taken. The meeting concluded with Equitable Access Preference renewals being read into the record. These preferences help participating public charter schools provide admissions preferences to certain groups of students and are another tool for considering access as the sector plans for the future.

Board Chair Adamoh-Faniyan brought the evening’s discussion back to the larger goal: “That focus reflects our commitment, which calls on us to plan proactively for a sector that serves the diverse needs of DC learners.”
