February Board Meeting: Balancing Autonomy, Accountability, Innovation, and Results

During its Feb. 23 meeting, the DC Public Charter School Board (DC PCSB) focused on the theme: Beyond the Report: How Evaluations Shape School Success. The meeting began with Executive Director Dr. Michelle Walker-Davis acknowledging that leaders are navigating winter weather disruptions, adjusting instructional plans, and preparing for detailed evaluations, all while maintaining day-to-day operations.

“Our work as an authorizer is to answer that question—not with rhetoric, but with intentional purpose and oversight,” she said. “Our every-five-year evaluations are the critical vehicle for action. They help us see clearly who is thriving, who needs more, and how we can close those gaps together.”

Dr. Walker-Davis emphasized that effective oversight depends on both transparency and partnership. Echoing the month’s theme, she reiterated that excellence must be structural, embedded in governance, leadership, instruction, and student outcomes.

Tying the work of the Board to the celebration of Black History Month, she remarked:

“The pursuit of educational excellence for Black students, indeed all of our students, has always required courage, accountability, and sustained investment. Our charge is to ensure that opportunity is not episodic, but enduring, and that our systems are worthy of the brilliance of the students we serve.”

The Board then moved forward with several key actions

Charter Reviews Approved:

  • LEARN DC Public Charter School – Five-Year Review - without conditions 
  • Rocketship Public Charter School – 10-Year Review - with conditions 
  • Thurgood Marshall Academy Public Charter School – 25-Year Review - with conditions 

Financial Oversight: Approved a Financial Corrective Action Plan (FCAP) for DC Wildflower PCS, outlining required steps to strengthen the school’s financial health and long-term sustainability.

DC PCSB Policy Updates: Opened the proposed Expansion Policy (formerly known as the Enrollment Ceiling Increase Policy) for public comment. Available here. 

Charter Performance Goals: Three schools elected to adopt ASPIRE as their performance goals in their charter, the agreement with DC PCSB: Perry Street PCS, DC International School, and Lee Montessori PCS.
