Releases 2017 School Quality Ratings 

Students Attending Tier 1 Public Charter Schools Continues to Rise

WASHINGTON, DC – The number of students attending top-performing Tier 1 public charter schools continues to rise for the third year in a row, according to the citywide report released today by the DC Public Charter School Board (DC PCSB).

Families use this important annual tool to evaluate the diverse public charter schools throughout the city. The School Quality Report evaluates 118 public charter schools serving grades prekindergarten (PK) to 12 and adults on common factors.

The School Quality Report (also known as the Performance Management Framework or PMF) reviews schools on several factors, including college and workforce preparation, English and math achievement and year-to-year growth, as well as school culture as measured by attendance and re-enrollment rates. “Public charter schools, in all of their diversity, keep getting better - and the numbers show it,” said Scott Pearson, Executive Director, DC PCSB. “Continuing to improve the already high level of quality across all of our schools is our top priority.”

*DC PCSB did not score and tier schools in 2015 due to the transition to the new assessment, PARCC. Additionally, the 2014 rate includes 2013-14 tiers and 2014-15 student enrollment.This graph does not include enrollment for students attending schools that do not receive a tier.

The School Quality Report scores each school between 0-100, placing the school in one of three performance tiers with Tier 1 schools being top-performing. The Report also includes a description of each school’s unique mission and vision and other useful information to help families evaluate their own school or search for new ones.

“For families attending or considering a public charter school, this is a valuable and easy-to-use tool,” said Darren Woodruff, Board Chair, DC PCSB.

This year’s highlights include:

PK-8 Schools

  • More than half of returning 3rd graders at Inspired Teaching Demonstration PCS scored a 4 or 5 on this year’s PARCC ELA assessment, while more than two-thirds of the returning 8th graders at DC Prep’s Edgewood Middle PCS scored a 4 or 5 on the PARCC Math assessment.
  • Two schools, Washington Yu Ying PCS and Elise Whitlow Stokes PCS, have the highest re-enrollment rate in the public charter school sector, at 98.6 and 98.3, while Howard University Middle PCS saw the largest improvement from school year 15-16 to school year 16-17 (from 65.8 to 84.1).
  • While schools in their first year of operation do not receive a tier, Rocketship Rise PCS earned a score of 71.3%, which falls in the Tier 1 category.

High Schools

  • The number of 9th grade students on track to graduate in four years improved 6.8 percentage points to 84.0% across the sector. A majority of the high schools have in-seat attendance rates above 90%.

Adult Schools

  • Six adult education schools scored above 90% in the percent of students securing employment or accessing postsecondary programs after completing their programs.

Tier 1 School Highlights

For the second year, Early Childhood Academy PCS, located in Ward 8, has earned Tier 1 status. This year-round program boasts an in-seat attendance rate of 93.9%, which is above the District average.

Educating a 75.3% “at-risk of academic failure” PK-K student population, Cedar Tree PCS achieved the highest rate of growth on this year’s NWEA MAP assessments in English language arts and math, scoring in the 99th percentile for both subjects. Located in Ward 8, this is the second year the school has received a Tier 1 rating.

BASIS DC PCS, an Arizona-based charter school network, offers students in grades 5-12 a rigorous academic program. The high school has been Tier 1 since it opened. Moreover, the high school scored 95.5%, the highest overall score ever earned on a School Quality Report.

Friendship PCS - Blow Pierce Elementary educates nearly 400 students, with 78.1% designated as “at-risk of academic failure.” It has the 4th highest School Quality Report score of any PK-12 school educating an at-risk student population greater than 60%. Moreover, this Tier 1 school increased its NWEA MAP growth rates by double-digits from last year to this year in both English language arts and math, scoring 83 and 97, respectively, in their growth.

At Center City PCS - Shaw returning students academic performance on the English language arts portion of the PARCC assessment increased by more than 30 percentage points this year, leading the school to achieve Tier 1 for the third consecutive year. Additionally, four schools in the Center City PCS network saw double-digit gains for returning students scoring a 4+ in 3rd grade English language arts and 8th grade Math.

The Next Step PCS educates students ages 16-24, with the average student being 21.6 years of age. Over the years, this Tier 1 school has managed to create a school environment that has led to achieving an 88% student enrollment rate throughout the 2016-17 school year. This is the highest retention rate among all the adult education public charter schools.

YouthBuild PCS is an adult education Tier 1 school that offers students an opportunity to earn a GED and get an industry-recognized construction certificate. This year, 86% of the students passed a GED subject test that earned them a credit toward a secondary credential. This is the highest among any adult public charter school. Additionally, the school saw significant growth, from 47.7% to 74.7%, in the number of students passing the Adult Basic Education and English as a Second Language tests by one educational level.
